Samuel R. Marchese is a Partner and Chair of the Rent Regulation and Administrative Law Division of the Commercial Real Estate and Community Development Group at BurgherGray. Samuel’s knowledge and expertise spans over a decade of in-depth analysis and attention to detail required to successfully navigate the byzantine web of State and local regulations affecting development, ownership and use of multi-family real estate in New York State. In representing his clients Samuel provides timely strategic counsel on complex matters involving rent regulation, tax incentives, regulatory due diligence reviews (including in connection with the acquisition or financing of a property), and representation in proceedings before state and local administrative bodies, including the New York State Division of Housing and Community Renewal, New York City Department of Housing Preservation and Development, New York State Supreme Court, and U.S. District Court for the Southern and Eastern Districts of New York. His opinion on industry matters is regularly sought after, resulting in a number of articles authored for leading real estate publications, such as [The New York Times and Commercial Observer].
Before joining BurgherGray, Samuel served as a Partner Cassin & Cassin LLP and before that at Belkin Burden Goldman, LLP, where he managed substantial real estate portfolios, led high-value transactions, and provided insight through seminars attended by over 500 industry professionals. Samuel began his career at Borah, Goldstein, Altschuler, Nahins & Goidel, P.C., where he honed his litigation skills by independently managing complex real estate matters, including Article 78 Proceedings and cases involving rent regulation and/or other administrative law matters, conducted regulatory due diligence, and oversaw property acquisitions.
His achievements, including a career of unwavering commitment to the highest level of client service, earned him recognition in 2018 as a “Rising Star” in real estate law by The Real Deal publication.
Samuel holds a Juris Doctor from Duquesne University School of Law, where he was recognized with the CALI Excellence for the Future Award in Advanced Legal Reasoning and the Outstanding Oral Advocate Award. He earned his Bachelor of Arts, cum laude, in Law and Society, with a minor in International Italian Studies, from Ramapo College of New Jersey.
